GRAHAM REITERATES SUPPORT FOR OAS
DEMOCRACY-STRENGTHENING MISSION IN VENEZUELA
Foreign Affairs Minister Bill Graham today expressed strong support
for the efforts currently being made by the Organization of American
States (OAS) Secretary General, Cesár Gaviria, to facilitate
negotiation between the Government of Venezuela and its opposition.
"OAS Secretary General Gaviria has made extraordinary efforts toward
achieving a peaceful, democratic and constitutional resolution of the
ongoing political difficulties between the Venezuelan government and
opposition groups," said Minister Graham. "I urge the Venezuelan
government and its opposition to make every effort to peacefully
resolve their differences and to avoid all threats to the
constitutional order."
The Government of Canada believes strongly that the OAS mission to
foster dialogue and negotiation is the best channel through which a
peaceful, democratic solution can be reached. The OAS has undertaken a
number of missions to encourage its member states to commit to
strengthening and safeguarding democracy.
Canada will continue to work with Venezuela, through the OAS and the
mechanisms at its disposal, including the Inter-American Democratic
Charter, to strengthen its democratic institutions.

M. GRAHAM RÉITÈRE SON APPUI À LA MISSION DE L'OEA
VISANT À RENFORCER LA DÉMOCRATIE AU VENEZUELA
Le ministre des Affaires étrangères, M. Bill Graham, a déclaré
aujourd'hui appuyer fortement les efforts déployés actuellement par le
secrétaire général de l'Organisation des États américains (OEA), M.
Cesár Gaviria, pour faciliter les négociations entre le gouvernement
du Venezuela et son opposition.
« Le secrétaire général de l'OEA, M. Gaviria, a fait des efforts
extraordinaires afin de trouver une solution pacifique, démocratique
et constitutionnelle aux problèmes politiques actuels entre le
gouvernement vénézuélien et ses groupes d'opposition, a déclaré le
ministre Graham. Je demande instamment au gouvernement du Venezuela et
à son opposition de faire tout leur possible pour régler pacifiquement
leurs différences, et éviter toute menace à l'ordre constitutionnel. »
Le gouvernement du Canada croit fermement que la mission de l'OEA
visant à stimuler le dialogue et les négociations constitue le
meilleur moyen de parvenir à une solution démocratique pacifique.
L'OEA a entrepris plusieurs missions en vue d'encourager ses États
membres à s'engager à renforcer et protéger la démocratie.
Le Canada continuera de collaborer avec le Venezuela, par l'entremise
de l'OEA et des mécanismes à sa disposition, notamment la Charte
démocratique interaméricaine, pour renforcer ses institutions
démocratiques
